I did a search from the Instant Client download page, for win64_11gR2_client.zip and found page which Oracle Database 11g Release 2 for Microsoft Windows (x64) , which includes a reference to 'Oracle Database 11g Release 2 Client (188.8.131.52.0) for Microsoft Windows (x64)', which download file is win64_11gR2_client.zip.
Does that seem to be the 64 bit, version 11.2 replacement for 32 bit, version 10.2 client 10201_client_win32.zip?

If you are moving to 184.108.40.206.0 why aren't you just using the client that is part of that version? Is your server maybe Linux but the client is Windows?
Only the base DB and client versions are available for public download. If you have a support contract contact Oracle and request a download link for the Windows client that matches your new 220.127.116.11.0 patch release.
If you do decide to just download your own client then just download the 12c client. It is newer than your DB release rather than older like the 11g version.
